To contain cost, Area III no longer has paid staff available to take your questions by phone, but we want to be responsive to your needs. The web site lists help contacts from each yacht club. Feel free to contact yours with your questions. Given that these are volunteers with jobs and other commitments, they may not be able to immediately take your phone call. Email probably works best and they are committed to be responsive to your email.

All boats participating in the Area III Buoy or Port to Port races will be automatically entered in the Area III Boat of the Year Championship Series at no charge.  See the 2016 LMSRF Area III Boat of the Year Championship NOTICE OF SERIES.


3.
RULES
The Area III Regattas will be governed by the rules as defined by the Racing Rules of Sailing (RRS) for 2013 - 2016, including US SAILING Prescriptions
3.1
In case of conflict between this Notice and the Sailing Instructions, the Sailing Instructions shall prevail. This changes RRS 63.7.
3.2
The notification requirements of RRS 61 and 63 are satisfied for filed protests by uploading pending protests to the Area III Official web site.
3.3

The International Sailing Federation (ISAF) Offshore Special Regulations for 2014 -2015 v2 (Incorporating the amendments effective 1st January, 2015) ( www.sailing.org/specialregs) , including US SAILING Prescriptions ( http://www.ussailing.org/safety/equipment-and-requirements/ as modified by the Organizing Authority (OA), will apply to all yachts. The following categories must be met:

3.3.1 Buoy Races
A yacht shall be equipped in accordance with Category 4 (Mo4).
3.3.2 Port to Port Races

A yacht shall be equipped in accordance with Category 3 (MoMu,3).  The Waukegan Race Weekend is an exception during which all yachts will only have to meet Category 4 (MoMu,4).

 
3.4
Modifications to the ISAF Offshore Special Regulations by the Organizing Authority (if any) will be detailed in the Special Sailing Instructions for that event.

4.
ELIGIBILITY AND ENTRY
4.1 Competitors Eligibility Requirements
The races listed in Section 2 of this Notice are open to sailboats entered in accordance with RRS 75 (Entering a Race) who have at least one owner or charterer that are individual members of US SAILING, and LMSRF and registered in the Area III database.
4.2 Registration
A formal registration is required for all entries to each event. Registration must be completed on Area III's web site, see Section 0.1. of this Notice.   A completed registration consists of the following items and failing to comply will result in the entrant not being scored.
4.2.1 Boat Information
The owner or charterer of each boat, must create a UserID at the above web site and use it to submit information about their boat, and select the events they want to enter.
4.2.2 Fees

Fees required include:

Annual LMSRF and US Sailing Membership Fees are required to be scored for races.

 

LMSRF membership fees can be paid on Area III's web site while registering to race (see Section 0.1 of this Notice).  Alternatively they can be paid on the LMSRF website  www.LMSRF.org (Open the Join tab at the top of the home page).

 

US Sailing membership fees can be paid directly to US Sailing on the US Sailing website at USSAILING.org, (Open the membership tab at the top of the web page).

 

Individual Race Fees

Event fees as listed in Section 2 of this Notice.   

Area III applicable fees must be paid by credit card on Area III's web site, see Section 0.1. of this Notice.

 

4.2.3 PHRF

PHRF (Monohulls)

A PHRF Monohull Class entrant must have a current valid LMPHRF Rating Certificate prior to entering a race and race in full compliance of that certificate. Before competing in any event, the owner must upload a scanned image of both sides of the signed PHRF certificate to the Area III web site. By doing so, they give permission for that image to be posted on the web site for all competitors to see. Personal data like addresses, phone numbers, etc can be blacked but the owner must do this before uploading the image.  The requirement for entrants to upload a valid certificate prior to entering a race changes RRS 78.2

PHRF/GLMRA (Multihulls)

A PHRF Multihull Class entrant must have a current valid GLMRA Rating Certificate issued by GLMRA in association with LMPHRF prior to entering a race and race in full compliance of that certificate. Before competing in any event, the owner must upload a scanned image of both sides of the signed PHRF certificate to the Area III web site. By doing so, they give permission for that image to be posted on the web site for all competitors to see. Personal data like addresses, phone numbers, etc can be blacked but the owner must do this before uploading the image.  The requirement for entrants to upload a valid certificate prior to entering a race changes RRS 78.2

4.2.4 One Design Class Membership
  • T-10: The T-10 class must comply with the rules of the National T-10 Association and the local rules of Fleet Number 2 (also known as The Local Rules of the Chicago T-10 Association). In the event of a discrepancy between these rules, the local rules shall apply.
  • Beneteau 36.7: The Beneteau 36.7 class must comply with the Beneteau First 36.7 North American One-Design Class Rules and the local rules of the Beneteau First 36.7 Lake Michigan Fleet.
  • Beneteau 40.7: The Beneteau 40.7 class must comply with Beneteau First 40.7 North American One-Design Class Rules.
  • FARR 40: The FARR 40 class must comply with the FARR 40 One Design Class Rules.
4.2.5 One Design Measurers
For the following one-design classes, the measurer for all Area III events (as set forth in RRS 78.3) shall include, in addition to any other measurer for these events, the following persons for each indicated one-design class:
  • T-10: The T-10 fleet captain and/or the measurer of the local T-10 fleet or their designees.
  • Beneteau 36.7: The Beneteau 36.7 fleet captain and/or the measurer of the local Beneteau 36.7 fleet or their designees.
  • Beneteau 40.7: The Beneteau 40.7 fleet captain and/or the measurer of the local Beneteau 40.7 fleet or their designees.
  • FARR 40: The FARR 40 fleet captain and/or measurer of the local FARR 40 fleet or their designees.
4.3 Race Entry Deadlines
The entry deadline is 23:59pm CDT on the Thursday prior to the day before the event starts and Wednesday August 31, 23:59pm CDT for the Chicago to St Joe Race. The Organizing Authority has the discretion to admit/score late entries.  A late entry fee of $5 will be added to the late entry boats.  
4.4 Withdrawal & Refund Policy
A full refund will be provided if you withdraw from a race before the race entry deadline given  in Section 4.3.  Withdrawal is completed on the Area III web site by changing your sign ups. If an event is canceled, the sponsoring club will decide if a refund is to be given or not. Refunds will be issued to the credit card used to pay the fees.

5.
SAILING INSTRUCTIONS
The Area III General Sailing Instructions (GSI) will be posted on the Area III web site four weeks prior to the first scheduled event.  Special Sailing Instructions will be posted on the Area III web site no later than four weeks prior to each applicable event.

6.
RACING AREA
6.1 Buoy Racing Area
The Buoy Racing Areas are shown in Appendix 1 of the General Sailing Instructions.
6.2 Port to Port Racing Area
The Port to Port starting and finishing locations are shown in Appendix 1 of the General Sailing Instruction and/or under the Special Sailing Instructions for the event.

7.
COURSE
The courses will be as described in the General Sailing Instructions Section 12: COURSES and/or in the Special Sailing Instructions.

8.
SCORING
8.1 Low Point Scoring
The Low Point scoring system of Appendix A in the RRS will apply using the following definitions:
"REGATTA" is defined as the results of each event's racing. "SERIES" is the name for one or more races whose results will be calculated according to the scoring instructions for that series.
8.1.1 Number of Races

The race committee will attempt to complete as many races as practical.  However, the actual number of races conducted will be dependent upon weather conditions or any other conditions which may preclude completion of an additional race.

8.1.2 Series Scores
The number of completed races to constitute a series shall be stated in the NOR and Sailing Instructions of each particular series that is dependent on Area III scheduled races. Each boat's series score, including throw outs, shall be also be as stated in that series NOR.
8.1.3 LMPHRF and GLMRA
The PHRF and GLMRA sections will be using time on distance scoring with the Adjusted Base Handicap shown on the boat's LMPHRF/GLMRA certificate. The Jam sections will be using time on distance scoring with the Non-Spinnaker HCP shown on the boat's LMPHRF certificate.
8.1.4 One Design
When racing in a One-Design class, the boat shall race without a handicap certificate and be scored by order of its finish. Each boat will be scored by their elapsed time within its Class, the lowest elapsed time wins.

9.
PRIZES
For Port-to-Port events, prizes will be based on that one race. For Buoy events, prizes for an event will be determined by the lowest total score for all races sailed in that event.
Prizes for both Port-to-Port and Buoy events will be awarded to each Class according to the following table of starters in that Class.
1-3 starters 1 prize
4-6 starters 2 prizes
7-14 starters 3 prizes
15-19 starters 4 prizes
20-24 starters 5 prizes
25 or more starters 6 prizes
The Special Sailing Instructions may detail the major prizes awarded for each race.
